 Activities since October, 2007…

  • October 1, 2007:  Olin submitted the Draft Focused Remedial Investigation Report (FRI). 
  • October 10, 2007:  Olin/MACTEC provided a briefing for all stakeholders.
  • October 11, 2007:  EPA/MassDEP/Olin attended a WERC meeting.
  • November 2, 2007:  EPA issued comments to Olin on the Draft Interim Response Steps Work Plan (IRSWP).
  • 11/19/08 - Site Visit  -  reviewing data and locations of significant areas with representatives of WERC, Cambridge Environmental ( WERC's consultants), Olin, EPA, and Nobis ( EPA consutants).
  • November 13, 2007:  EPA’s lab collected split groundwater samples.
  • November 14, 2007:  EPA granted Olin a 30 day extension to respond to comments on the Draft IRSWP.
  • December 12, 2007 W.E.R.C. incorporated with Secy of State’s office
  • December 17, 2007:  EPA issued a letter postponing Olin’s planned submittal of the Draft RI/FS Work Plan.
  • December 31, 2007:  Olin submitted a response to comments on the IRSWP.
  • January 2, 2008:  Olin submitted Semi-Annual Status Report No. 1.
  • January 7, 2008:  EPA approved the $50k TAG grant for WERC.
  • January 15, 2008:  EPA issued preliminary comments on the Draft FRI.
  • January 15, 2008:  EPA issued a memorandum regarding Olin’s response to comments on the Draft IRSWP.
  • January 17, 2008:  EPA drafted a data gap assessment summary table and met with Olin/MACTEC.
  • January 25, 2008:  EPA issued a press release to local newspapers announcing the WERC grant.
  • February/March 2008:  Olin to submit Plant B proposal.  Anticipate issuing a conditional approval letter for the Draft IRSWP, to result in a final IRSWP.
  • February 2008:  Receive Olin’s response to preliminary comments on the Draft FRI.
  • March 2008:  EPA/Nobis to meet with Olin/MACTEC to discuss Olin’s response to comments.
  • May 15, 2008  Community update meeting at Middle School—new website announced
  • June 26, 2008  IRS designation as 501(c) (3) tax exempt organization
  • June 27, 2008  Olin submitted the Second Semi-Annual Status Report
  • July 7, 2008  Request for Proposals issued
  • July 15, 2008  EPA met with Olin Key issues discussed included:
    • the DAPL pilot (schedule and truck verses rail design); Olin has agreed to use trucks to off-load the recovered DAPL product from Jewel Drive.  This eliminates the need to construct a pipeline, re-build the rail spur, and negotiate access with the railroad.
    • the Plant B proposed pumping rate and monitoring changes and target compounds to be sampled in the RI/FS.
  • July 23, 2008  Opened account at Reading Cooperative Bank
  • July 31, 2008  EPA issued the PRPs (Olin, Stepan, and American Biltrite) our first annual oversight bill for about $330,000.
  • Early August, 2008  EPA uploaded the Focused RI Report (core documents only) on our web site. The Interim Response Steps Work Plan to be added. The AOC is also on the web.
  • August 12, 2008  Olin submitted a Final Interim Response Steps Work Plan to EPA
  • August 19, 2008  5 Proposals received
  • Week of August 25: Olin mailed letters to 24 residential property owners requesting access to sample their wells.
  • September 2, 2008  Olin to submit the Design Report for the DAPL Pilot
  • September 8. 2008  Interviews of two top candidates, verbal confirmation w/ Cambridge Environmental on 9/10/08
  • October 13, 2008 .Olin submits RI/FS Work Plan. This has been delayed since July mostly due to discussions regarding individual compounds to be sampled.  These discussions have lead to a more comprehensive list.  This will be a very large multi-volume document and will distributed with at least a 2 month review window.
  • Olin plans to start sampling private wells once they receive a few more approvals (so far, 5 of 24 have agreed to allow sampling).  All private wells should be done in a few weeks.  EPA's lab will collect split data for independent analysis and Nobis will provide visual oversight of Olin.
  • October 27, 2008  Draft contract sent to TAG coordinator for review
